He is one of thousands of kids born every year in the Pacific that are not registered at birth.
For children like Joseph, being unregistered makes everything in life harder. To open a bank account, get a passport, or even to get married you have to have a birth certificate.
He is also made vulnerable to abuse, exploitation, trafficking and other violations of his rights; even his opportunity to go to school or receive health care can be jeopardised. 
Without birth registration, Governments don’t know how many children there are, making planning for educational needs and social services for children very difficult. How can you ever know how many hospitals to build, or schools, if you don’t know how many people live in your country?
Essentially for Joseph, not being registered means he doesn’t count and won’t be counted as part of his country.
Currently, registering a baby's birth is no easy feat in some places in the Pacific due to the remote locations of many births. In the Solomon Islands in 2007, only 0.1% of births were formally registered.
