The temperature of water when washing hands does not kill bacteria, it is how vigorously you scrub and how you dry your hands.

You should use warm water and soap to wash your hands. Rub your hands for 20 seconds away from the water stream and then dry your hands with a towel.

The water temperature water is not hot enough to kill the bacteria, because bacteria grows faster with the normal body temperature. However, warm, soapy water is more effective than cold, soapy water at removing the natural oils on your hands that hold soils and bacteria.
